I'm not in Hunan, but this is a
chain from there pushing handmade flat rice noodles. This bowl at the top of the menu tasted like it looked: mild, but clean and refreshing, at least before you spiked it with some of the pickles that they have available on the side. The more intereting thing was a savory spring onion donut thing that they fried to order, helping to provide a greasier edge to it all.
